It may depend on the type of neuroendricine cancer, the stage and the grade of the tumor. Stage 1 near a low grade is the smallest serious whereas a Stage 4 with a illustrious grade tumor would be more difficult to treat. So, I guess it would depend on the type of neuroendricrine cancer (there are 4 types), the stage of the disease, title of tumor, response to treatment overall. There are no clear cut ways of knowing whether a cancer will return or not. There is no cure for cancer, but there is treatment that can head to individual cure.
I'm going to assume you're referring to the pituitary. Microadenomas have a reoccurance rate of nearly 66%, but most of that occur immediately after surgery. The long residence recurrence rate is going on for 5%. If it is prolactin-producing, the long term rate go up to about 20%. These tumors do much better if surgery is combined beside radiation.
